What the ratio is, in one line
Waist-to-hip ratio (WHR) is your waist circumference divided by your hip circumference, both measured in the same unit:
WHR = waist ÷ hip
That is it. If your waist measures 80 cm and your hips measure 100 cm, your ratio is 80 ÷ 100 = 0.80. Inches work just as well as centimetres, because the unit cancels out in the division: 32 inches over 40 inches gives the same 0.80. The only rule that matters is that both readings use the same tape and the same unit.
To get honest numbers, measure your waist at its narrowest point, roughly level with your navel, standing relaxed and breathing out normally. Do not suck in your stomach. Measure your hips at the widest part of your buttocks, with the tape parallel to the floor and snug but not cutting into the skin. A few centimetres of tensing or a full stomach can be enough to bump you across a band line.
The WHO risk thresholds, and why they differ by sex
Men and women store fat in different places by default, so a single cut-off would punish one sex and flatter the other. The World Health Organization uses sex-specific bands instead. For men, a ratio below 0.90 is low health risk, 0.90 to 0.99 is moderate, and roughly 0.95 and above climbs into the high-risk range, with 1.0 widely cited as a danger line. For women, below 0.80 is low, 0.80 to 0.84 is moderate, and 0.85 and above is high.
Plotting a real person against those bands makes them concrete. Take a man whose hips hold steady at 102 cm while his waist sits at 92 cm. Why this complements BMI instead of replacing it
People often ask whether waist-to-hip ratio is "better" than BMI. The honest answer is that they answer two different questions, and the smart move is to read both.
BMI estimates your overall weight relative to your height. It is fast, it is standardised, and it is genuinely useful at the population level. What it cannot see is shape. A lifter with a BMI of 28 reads as "overweight" on paper, but if his waist is 84 cm and his hips are 100 cm, his 0.84 ratio sits in the low band and tells a different story: the weight is muscle, not central fat. The opposite mismatch is the one that should worry you more. A person can hold a perfectly normal BMI while carrying a high waist-to-hip ratio, the pattern people call "skinny-fat." Apple versus pear: what your shape is telling you

The distinction is not cosmetic.
